Partido Liberal critica partidarização da CNE e defende reformas no sistema eleitoral

O Partido Liberal considera que a figura de "Manico" é apenas o rosto de um sistema eleitoral viciado, onde o presidente da CNE tem funções essencialmente administrativas e de representação institucional, com poder diferenciado apenas em casos de voto de qualidade.O Partido Liberal defende que a solução para os problemas do sistema eleitoral passa por uma reforma legislativa que despartidarize a CNE e empodere a sociedade civil na condução e gestão dos processos eleitorais. O partido apela à pressão social sobre os parlamentares para avançar com estas mudanças, sublinhando que a atual composição da CNE, dominada em mais de metade por comissários indicados pelo MPLA, não garante a imparcialidade necessária.A nota também levanta preocupações sobre o despesismo associado à CNE, apontando para a manutenção de comissários que só têm atividade em anos eleitorais, mas que recebem salários, subsídios e bónus de forma contínua. O Partido Liberal sugere que Angola siga exemplos como o de Moçambique, onde os comissários entram em atividade apenas seis meses antes e seis meses depois das eleições, poupando recursos que poderiam ser destinados a escolas e hospitais comunitários.O Partido Liberal reafirma a necessidade de uma fiscalização preventiva e sucessiva de todo o processo eleitoral, desde o uso de recursos públicos para campanhas até à composição da plenária da CNE e os critérios de nomeação dos seus membros. O partido considera que a atual estrutura beneficia os interesses partidários e compromete o interesse público."A figura de 'Manico', cujo descrédito moral é evidente, é apenas o reflexo de um sistema eleitoral extremamente partidarizado. A mudança de liderança não resolverá os problemas de justiça e imparcialidade do sistema", conclui a nota.O Partido Liberal apela à sociedade angolana para que exija reformas estruturais inteligentes, afastando-se de soluções superficiais e focando-se no mérito dos problemas.
