La decisión del actual Gobierno, con el respaldo de las Fuerzas Armadas, de construir una megacárcel de máxima seguridad en Mocorón, departamento de Gracias a Dios, en donde en 1956 se produjeron enfrentamientos armados entre nuestro Ejército y Fuerza Aérea, repeliendo la invasión de la Guardia Nacional nicaragüense en zona cercana a la frontera con el vecino país, con capacidad para albergar eventualmente a 20,000 reos de alta peligrosidad, encuentra el rechazo y oposición de la población misquita y organizaciones ambientalistas, que para ello esgrimen argumentos valederos de diverso tipo, advirtiendo que el impacto no será meramente en lo ecológico, también en lo social, sanitario y cultura. El presidente del Consejo Territorial de la Federación de Indígenas Nativos de la Zona Mocorón-Segovia, Avilés Murphy, organización integrada por veintitrés comunidades, sostiene que los terrenos en donde se construirá tal reclusorio pertenecen a su etnia, en tanto que el jefe del Estado Mayor Conjunto de las Fuerzas Armadas, general Roosevelt Hernández, alega que son propiedad de la institución armada. En todo caso, se ubican en zona protegida por la Ley Forestal y el Sistema Nacional de Áreas Protegidas de Honduras, que forman parte de la Biosfera del Río Plátano, declarada Patrimonio Mundial de la Humanidad por la Unesco en 1982.La Coalición Ambiental de Honduras califica la decisión de construir la megaprisión como un “eco crimen que pone en peligro no solo la biodiversidad, también los derechos de las comunidades originarias, que no han sido consultadas, en contravención del Convenio 169 sobre Pueblos Indígenas y Tribales en Países Independientes de la OIT. Además, nuestra Constitución Política vigente, en su artículo 346, declara: “Es deber de Estado dictar medidas de protección de los derechos e intereses de las comunidades indígenas existentes en el país, especialmente de las tierras y bosques donde estuvieran asentadas”.Se propone el diseño e implementación de un Plan de Desarrollo Integral que incluya ecoturismo, programas agrícolas y forestales, energías renovables, educación integral, atención a mujeres y jóvenes. Tal propuesta es muy oportuna, habida cuenta de que el departamento de Gracias a Dios, desde su creación en febrero de 1957, ha sido abandonado a su suerte por los distintos Gobiernos, civiles y militares. Tiene toda la razón la diputada por las tierras del Laudo, Erika Urtecho, al sostener: “No nos lleven problemas, sino soluciones a los múltiples problemas que sufren”. El empecinamiento de la actual administración por actuar en contra de la opinión publica, en diversas temáticas, resulta contraproducente por cuanto su legitimidad y autoridad moral van disminuyendo rápidamente, lo cual lo confirmaría la ciudadanía al momento de depositar su voto en las elecciones del año próximo. Tal tozudez carece tanto de lógica como de sentido común, sintomática de que se está actuando de espaldas al sentir y pensar colectivo.
