Description of the Event Date of event 06-03-2026 What happened, where and when? The Bolivarian Republic of Venezuela is currently experiencing a major crisis affecting basic services in its eastern regions, particularly in the states of Sucre and Nueva Esparta. This follows the formal declaration of a Critical Water Emergency in the Official Gazette of the State of Sucre No. 3,247, dated 5 March 2026. This measure responds to a large-scale structural failure in the Turimiquire collection and distribution system — the most important strategic infrastructure in eastern Venezuela — which supplies drinking water to the continental area of Sucre State (covering the municipalities of Sucre, Bolívar and Cruz Salmerón Acosta) and the island area. The system affects 45% of the population of Margarita Island in the state of Nueva Esparta, which depends on its underwater branch via a complex network of underwater pipelines and aqueducts. According to the technical report by the regional hydrological agency (Hidrocaribe), dated 3 March 2026, a rockslide at kilometre 7.6 of the 12.5 km transfer tunnel caused an obstruction of 82% of the tunnel's capacity. This drastically reduced the system's response capacity from 5,000 litres per second to 1,100 litres per second. This explains why there is not enough pressure in the water supply to reach the 'high areas' of Sucre and Nueva Esparta. The event has led to the suspension of educational, commercial and tourism activities in the city of Cumaná in Sucre State, which are vital to the local economy, while extreme water rationing has undermined general well-being by prohibiting its use for anything other than basic human consumption and hygiene (Sucre State Government, Emergency Decree, 2026). The people most likely to suffer severe impacts from this hazard are those living in the so-called 'high areas' of Cumaná and Margarita Island, where low water pressure physically prevents water from reaching homes, even during emergency pumping cycles (Hidrocaribe, Operational Statement, 03/05/2026). The most vulnerable groups within these communities include children and the elderly, who are more susceptible to dehydration and viral infections, as well as people with disabilities, who face physical barriers when collecting water from tanker trucks or community sources. Vulnerability is accentuated in families living in poverty who lack the financial resources to purchase water from private suppliers, whose prices have escalated due to high demand (Public Expenditure Observatory/Local Reports, 2026). The Turimiquire system has historically had chronic weaknesses, with leaks documented over the last 30 years. In July 2023, a critical incident occurred when an eight-metre underground leak caused the collapse of the western branch of the underwater aqueduct, leaving thousands of families in Margarita without access to this basic resource. This demonstrates that the current event is not an isolated incident, but rather the culmination of systematic structural deterioration, requiring major engineering intervention to prevent total collapse of the sanitation system in the eastern region (Historical Archive of Water Infrastructure / El Sol de Margarita, 2023–2026). The Red Cross has mobilized following the declaration of a water emergency, conducting initial needs assessments with local staff and mobilizing national personnel since 6 March 2026, in addition to identifying potential sites for the installation of water treatment plants and coordinating with local authorities who have requested support from the branches to supplement the response plan. During March and April 2026, the Ministry of Popular Power for Water Attention (MinAguas) and the government of the state of Sucre carried out the physical sediment removal phase. Meanwhile, the Government of Sucre implemented strict regulations through complementary decrees, establishing: - An absolute ban on the use of hoses for cleaning sidewalks, facades, or non-essential commercial activities. - A total restriction on vegetation and solid waste burning, due to the regional fire department lacking a regular water supply necessary to respond to forest or structural fires. - The deployment of permanent contingency plans based on tanker truck routes coordinated by local municipalities, prioritizing supply to health centers and critical communities, although residents in “high-altitude zones” continue to report severe distribution failures. By the end of May 2026, the water emergency in eastern Venezuela had exceeded 80 continuous days without the regular restoration of piped drinking water services. The scope of the contingency increased compared to initial estimates: according to local media monitoring reports and civil protection updates, the number of affected people rose to an estimated 210,000 families (approximately 840,000 people) across the mainland areas of Sucre and the sectors of Nueva Esparta directly dependent on the pipeline. The severity of the structural collapse prompted formal intervention from multilateral agencies due to documented health risks. 2026 World Manufacturing Convention Opens Sept. 20 in Hefei
"Made in Anhui" Takes the Global Stage HEFEI, China , Sept. 18, 2026 /PRNewswire/ -- The 2026 World Manufacturing Convention will bring global business leaders, government officials and technology experts to Hefei, Anhui Province, from September 20 to 23 for four days of business engagement, technology showcases and discussions on the future of manufacturing. Situation Overview On 30 July 2026 at 4:00 PM, the trough of a Low Pressure Area (LPA 07f) affected the eastern sections of Visayas and Mindanao. On the same day, the trough of the LPA brought continuous heavy rainfall, resulting in flash floods in Zamboanga City. On 01 August 2026, the LPA located east of Infanta, Quezon developed into Tropical Depression (TD) Luis. On 02 August 2026, TD Luis brought moderate to heavy rainfall, strong winds, and rough sea conditions across Northern and Central Luzon, resulting in flooding in low-lying and flood-prone areas, particularly in the Cagayan Valley Region. Continuous moderate to heavy rainfall was also experienced in parts of La Union and Pangasinan. The effects of TD Luis also extended to the Bicol Region, where a Yellow Rainfall Warning was raised over Camarines Norte due to the risk of flooding in low-lying areas and communities near river channels. Moderate to heavy rainfall also affected parts of Masbate, Camarines Sur, and Sorsogon. Meanwhile, the Philippine Coast Guard (PCG) suspended sea travel for all types of vessels in the Province of Catanduanes and the eastern portion of Camarines Norte due to hazardous sea conditions. On 03 August 2026, TD Luis brought rains accompanied by gusty winds over the Province of Aurora, while the rest of Central Luzon experienced cloudy skies with scattered rain showers and thunderstorms associated with the tropical cyclone (TC). At 11:00 PM on the same day, TD Luis weakened into a LPA while in the vicinity of Peñablanca, Cagayan. On 04 August 2026, the LPA west of La Union developed into TD “Maymay”. The TD remained over the sea west of La Union, intensified into a Tropical Storm (TS), and gradually moved northward and east-northeastward toward the Ilocos area on the following day. On 06 August 2026, “Maymay” made landfall near Magsingal, Ilocos Sur, traversed Northern Luzon and then moved over the Philippine Sea while weakening into a TD. By 07 August 2026, “Maymay” had weakened into an LPA over the Philippine Sea. On 08 August 2026, the effects of the Southwest Monsoon (SWM) continued to affect the country, bringing heavy rains, flooding, and strong winds in several areas. In Western Visayas, flooding and strong winds were reported in Antique, Aklan, and Iloilo City, while sea trips were cancelled, leaving passengers stranded in several ports. A tornado also struck parts of Iloilo City, damaging roofs, power lines, and trees. Flooding was likewise reported in several areas in the National Capital Region (NCR). On 18 August 2026, the LPA located 1,025 km East of Extreme Northern Luzon (20.4°N, 131.8°E) developed into TD “Neneng”. On 19 August 2026, TD “Neneng” slightly intensified as it moved northwestward over the sea east of Batanes. On 20 August 2026, TD “Neneng” weakened into a LPA and exited the Philippine Area of Responsibility (PAR). On 28 August 2026, an LPA was estimated based on all available data at 720 km East of Itbayat, Batanes. On 30 August 2026, the LPA located 1,225 km East of Extreme Northern Luzon developed into TD “Pilandok”. On 01 September 2026, 8:00 AM, Tropical Depression "PILANDOK" intensified into a Tropical Storm with the international name "KROVANH" . On 03 September 2026, 4:30 AM. Tropical Storm "PILANDOK" exited PAR. In response, the Department of Social Welfare and Development (DSWD), through its Field Offices (FOs) Cordillera Administrative Region (CAR), I, II, III, CALABARZON, MIMAROPA, V, VI, VIII, IX, and NCR, is in close coordination with the affected Local Government Units (LGUs), to monitor the situation and ensure the provision of necessary assistance to the affected population. Meanwhile, the DSWD FOs NCR, CAR, I, II, III, CALABARZON, MIMAROPA, V, VI, VIII and IX have already provided relief assistance to address the immediate needs of the affected families and individuals. Additionally, the DSWD ensures the protection of Internally Displaced Persons (IDPs) through Camp Coordination and Camp Management (CCCM) and dedicated IDP Protection mechanisms, while continuously working with affected LGUs to support response and recovery efforts.

On 03 August 2026, TD Luis brought rains accompanied by gusty winds over the Province of Aurora, while the rest of Central Luzon experienced cloudy skies with scattered rain showers and thunderstorms associated with the tropical cyclone (TC). At 11:00 PM on the same day, TD Luis weakened into a LPA while in the vicinity of Peñablanca, Cagayan. On 04 August 2026, the LPA west of La Union developed into TD “Maymay”. The TD remained over the sea west of La Union, intensified into a Tropical Storm (TS), and gradually moved northward and east-northeastward toward the Ilocos area on the following day. On 06 August 2026, “Maymay” made landfall near Magsingal, Ilocos Sur, traversed Northern Luzon and then moved over the Philippine Sea while weakening into a TD. By 07 August 2026, “Maymay” had weakened into an LPA over the Philippine Sea. On 08 August 2026, the effects of the Southwest Monsoon (SWM) continued to affect the country, bringing heavy rains, flooding, and strong winds in several areas. A tornado also struck parts of Iloilo City, damaging roofs, power lines, and trees. Flooding was likewise reported in several areas in the National Capital Region (NCR). On 18 August 2026, the LPA located 1,025 km East of Extreme Northern Luzon (20.4°N, 131.8°E) developed into TD “Neneng”. On 19 August 2026, TD “Neneng” slightly intensified as it moved northwestward over the sea east of Batanes. On 20 August 2026, TD “Neneng” weakened into a LPA and exited the Philippine Area of Responsibility (PAR). On 28 August 2026, an LPA was estimated based on all available data at 720 km East of Itbayat, Batanes. On 30 August 2026, the LPA located 1,225 km East of Extreme Northern Luzon developed into TD “Pilandok”. On 01 September 2026, 8:00 AM, Tropical Depression "PILANDOK" intensified into a Tropical Storm with the international name "KROVANH" . On 03 September 2026, 4:30 AM. Tropical Storm "PILANDOK" exited PAR. In response, the Department of Social Welfare and Development (DSWD), through its Field Offices (FOs) Cordillera Administrative Region (CAR), I, II, III, CALABARZON, MIMAROPA, V, VI, VIII, IX, and NCR, is in close coordination with the affected Local Government Units (LGUs), to monitor the situation and ensure the provision of necessary assistance to the affected population. Meanwhile, the DSWD FOs NCR, CAR, I, II, III, CALABARZON, MIMAROPA, V, VI, VIII and IX have already provided relief assistance to address the immediate needs of the affected families and individuals. Optimism Remains Strong Economic concerns remain present, but Vietnamese consumers are comparatively more positive about what lies ahead. Official investigative report says Japan nuclear plant operator had falsified earthquake data

Tokyo: An investigative report confirmed Monday that Japanese utility Chubu Electric Power had falsified earthquake data during screening process to restart reactors at the Hamaoka nuclear power plant in Shizuoka Prefecture.

The report, released by a third-party committee composed of external lawyers, found that at least 208 of the 225 seismic ground motion assessments suspected of containing problems involved improper practices, including false explanations and concealment.

The report said that in order to pass the regulatory screening by Japan's Nuclear Regulation Authority (NRA) for the restart of reactors at the Hamaoka plant, Chubu Electric, the plant's operator, manipulated data while determining the maximum seismic ground motion that could potentially occur.

According to the committee, the company told regulators that it had generated 20 sets of seismic waves using different calculation conditions and selected the one closest to the average as the "representative wave."

In reality, however, its employees cherry-picked one specific seismic wave as the "representative wave" and then selected the remaining 19 waves to make the "representative wave" appear closest to the average, the report said.

The Hamaoka plant is the only nuclear power station operated by Chubu Electric. Because the plant is located in an area where a Nankai Trough megaquake in the Pacific is expected to occur, all of its reactors were shut down at the Japanese government's request following the 2011 Fukushima nuclear disaster, which was triggered by a massive earthquake and tsunami.

Chubu Electric applied to the NRA between 2014 and 2015 for screening to determine whether the No. 3 and No. 4 reactors at the Hamaoka nuclear power plant complied with new, stricter safety rules, aiming to restart the two reactors.

In January this year, however, the company acknowledged that its maximum seismic ground motion evaluation may have involved deliberately selecting data favorable to the company and underestimating earthquake risks.

In light of the scandal, Chubu Electric announced Monday that its president and chairman will step down at the end of this month to take responsibility for the misconduct, and the company will withdraw its application to restart the reactors.

Local media said the scandal could reignite public doubts about the safety of nuclear power plants and cast a long shadow over the Japanese government's plans to revive nuclear power as the resource-poor nation seeks to reduce its heavy dependence on fossil fuels.
