醫管局再有醫生捲外洩病人私隱風波 瑪嘉烈醫院實習醫生被停職
繼曾參加電視台選秀節目、被稱「靚仔醫生」的蘇浚祈因捲入洩露病人私隱風波而被醫管局終止合約之後,瑪嘉烈醫院一名實習醫生亦疑因在社交媒體外洩病人私隱而被停職。 就近日接連有在公立醫院工作的人員在社交媒體張貼臨床圖片或刊登涉及病人的資訊,醫管局發表聲明稱,作為公共醫療服務的提供者,醫管局要求所有員工嚴守專業守則,保持誠信,並恪守保障病人權益與私隱的宗旨,絕不容許員工以任何形式洩露病人私隱。對於懷疑有員工罔顧病人私隱,醫管局深表遺憾。 瑪嘉烈醫院昨天(4月10日)收到公眾投訴後,已即時檢視事件並展開調查,涉事員工為瑪嘉烈醫院內科及老人科部門的實習醫生,醫管局已與該實習醫生所屬大學商討處理,目前會暫停有關職務,明天(12日)起暫時休假。 醫管局表示,瑪嘉烈醫院一向有為員工及實習醫生提供有關保障病人私隱的培訓。醫學生及實習醫生在使用臨床醫療資訊管理系統 (CMS)前亦需要完成有關病人私隱的培訓及簽署保密協議。 如在調查後發現有員工違反規定,醫管局務必聯同有關大學醫學院嚴肅跟進,並根據既定人事程序處理,有需要時將個案呈報醫務委員會,以彰顯對病人私隱重視。 醫管局表示關切醫護人員使用社交媒體,指出要時刻以專業精神為念,更應以病人利益為大前提,持守保護病人私隱的責任。醫管局將與大學醫學院合作,加強教育醫科生於使用社交媒體時,必須尊重及保障病人私隱。

醫藝同行「柬愛義行」服務計劃啟動 赴柬埔寨開展義診與跨文化藝術交流
由「醫藝同行」主辦的「柬愛義行 Love in Motion : Cambodia」服務計劃已於日前展開。此計劃獲「義務工作發展局」協辦及「AVS傑出義工網絡」全力支持,並參與了國際志工協會主導的2026聯合國「國際志工永續發展年」行動計畫。計劃團隊已於3月8日抵達柬埔寨,隨即展開一系列義診、交流與探訪活動。 是次服務計劃涵蓋四大範疇,其中「義診活動」環節,中醫師團隊除為村民進行身體檢查、教授緩痛自療方法,並為學童進行視力及脊柱側彎檢查外,更會培訓當地學生成為「醫療義工」,以提升服務的效能與持續性。 其次為「醫學交流講座」,臨床心理輔導學家明慧和林醫師,將與當地的心理及教育專家進行交流,參與中西醫協作講座,共同探討如何幫助 柬埔寨有特殊教育需要的學生及其家長。 第三部分是「學校探訪交流」。團隊計劃探訪六個學童中心,除送贈食物和物資外,亦設計了多種活動和遊戲,旨在實踐「醫藝同行」理念,促進學童身心靈的發展。 最後是名為「藝緣同彩 The ARTchives」的跨文化藝術交流活動。此項目由中學生義工梁睿津同學發起,透過繪畫特定主題的畫作,讓香港與柬埔寨的兒童互相介紹本土文化與生活,以藝術超越語言國界,傳遞關愛與正能量。 計劃迄今成功收集及購置了大量物資,包括超過1000套書包文具、3000多份零食包(內含牛奶、餅乾、阿華田等)、500多套拔罐套装連血氧監測儀及血壓計、400多份點字曲奇餅,以及許多其他玩具、文具、禮物和食物。 團隊於3月8日順利抵達柬埔寨後, 立即著手整理從香港帶來的醫療物資和禮物,根據不同中心的需求、學童年齡及人數進行仔細分類,分裝成五大箱及眾多大大小小的袋子。 3月9日,團隊到訪位於Khum Tang Krouch的一間廟寺學校 。該校由廟內和尚因見許多兒童失學而創辦,其兩層高新教學樓已於去年啟用。醫師團隊當日為50位村民進行了身體檢查和義診,發現許多村民因生活習慣飲用又凍又甜的飲料,而普遍出現胃痛和肌肉痛問題。團隊隨即教授村民使用拔罐進行「自療」,並向每人贈送一套拔罐工具和血氧監測儀。 與此同時,義工花花與其他隊員帶領學生進行了「唱遊大世界」、摺紙、彩虹傘等遊戲,氣氛歡樂。中午時分,義工及善長更準備了30 個披薩與所有師生分享。活動結束時,每位同學均獲贈書包、文具和食物,滿載而歸。

殲-16完勝F-22:央視短片擊碎美軍空中神話,中國戰鷹改寫空戰格局
近日,央視軍事頻道播出名為《為你》的系列短片,當中解放軍西部戰區飛行員李超駕駛著殲-16雙座重型戰機,在東海海域上演了一場驚心動魄的空戰對抗。他以一敵二,憑藉著高超的飛行技術和無畏的戰鬥精神,做出桶滾騎臉的驚險動作,成功逼退外軍隱身戰機。 不過這一次,央視軍事頻道的報導幾乎是明確地暗示了那兩架所謂的「外機」,正是美軍一直引以為傲的F-22「猛禽」隱身戰機。 需要強調的是,這次絕對不是去年央視軍事頻道八一紀錄片《淬火》的舊事重提,而是官方特意選擇在春節,這一具有特殊意義的時間節點進行的二次確認。當李超駕駛戰機做出距離敵機座艙僅僅10- 15米的倒飛桶滾動作時,他所鎖定的目標絕非F – 35戰機,而是美國空軍壓箱底的空戰王牌F-22,這無疑彰顯出解放軍飛行員的英勇精神和強大的戰鬥力。 這一回,央視軍事的新聞鏡頭語言直白得近乎殘酷——中國四代半戰鬥轟炸機,正將美國最強的五代空優戰機狠狠壓制。 去年《淬火》播出之際,還有不少人認定畫面中的戰機是美軍的F- 35,理由是「F-22怎會如此不堪」。但今年春節的短片,在諸多細節的加持下,已讓真相大白於天下。 央視節目明確指出對手是「直至今日,僅有一次的碰面」,此後該機型便再未現身中國近海。 若我們回看美軍在亞太地區的部署時間線便可知曉:F-35A自2017年起,就常態化輪駐沖繩嘉手納空軍基地,而F -35B更是於2018年部署至日本岩國機場,它們都是與中國海空軍交鋒的「老對手」,不可能「僅出現一次」就銷聲匿跡。唯有F – 22,因其機體壽命珍貴、維護成本高昂,直至2024年才首次以第27、第525遠征戰鬥機中隊的名義臨時輪駐嘉手納。而且在經歷此次羞辱性的慘敗後,美軍更是因判定任務風險過高,選擇戰略性回避。 在戰術表現方面,對方可謂「主動朝著解放軍的兩架飛機徑直飛來」,極具攻擊性。相較之下,F- 35作為多用途戰機,在執行任務時通常會避免衝突。唯有F -22這種純粹的空優五代機,才敢以「王牌對王牌」的姿態發起挑釁,結果卻遭遇其職業生涯中最為慘痛的羞辱。 F -22引以為傲的,除了隱身性能,便是其宣稱「無敵」的機動性。據悉,它配備兩台F119 – PW – 100發動機,擁有向量噴口,不開加力推重比便可輕易超過1。當年,它正是憑藉「4S”標準,即隱身、超音速巡航、超機動、超資訊優勢,在全球範圍內傲視群雄。 然而在這次東海交鋒中,F -22的表現著實「差勁」:首次交匯便被殲- 16鎖定長機,即使試圖反制卻被瞬間破解,最終被一個桶滾「壓制」逼退。這暴露出一個尷尬的事實,即F -22的整機推重比和能量機動性能,遠不如紙面上那般出色。 實戰中,雙座、空重更大的殲- 16能在近距纏鬥中佔據優勢位置。這表明要麼是F – 22的推重比存在虛標,要麼是其向量推力系統在實際能量空戰中成為了累贅。更爲致命的是,美軍飛行員的訓練量或許已無法支撐這種高強度的機動作戰。 根據不同管道獲取的資訊顯示,目前中國空軍飛行員年均飛行時長超過200小時,尖子飛行員可達280小時;而美軍因預算緊縮、機隊老化,年均飛行時間已降至120小時。 當F – 22的飛行員正在苦苦算計燃油、擔憂機體壽命時,中國解放軍正運用氮化鎵雷達穿透隱身塗層,憑藉200公里以上的探測距離抵消F – 22的隱身優勢。這不僅是裝備代差的勝利,更是體系、人員與技術對過時軍事神話的全面碾壓。換言之,美軍敗在了最不該失敗的地方。 若說殲- 16壓制F -22還算「以低勝高」,那麼殲-20對陣F -35則是徹頭徹尾的降維打擊。F -35這架被稱作「肥電」(Fat Amy)的戰機,其設計初衷是「多用途打擊」,空戰性能本就一般——最大過載僅7G,機動性甚至不如某些三代機;內置彈艙載彈量有限,超音速巡航能力也存疑。 當這架「肥電」遇上專為制空而設計的殲- 20,這一擁有鴨翼佈局、全動垂尾、更大推重比和更先進氮化鎵雷達的空中霸主時,結果自然不言而喻。殲- 20甚至無需依靠隱身性能,僅憑藉雷達性能和機動優勢,就能讓F -35在視距內毫無還手之力。 央視春節發佈的這條短視頻,看似是賀歲獻禮,實則是戰報通報。它以更為明確的方式證實,F – 22的神話已然破滅。當一架以對地攻擊為主、空重17噸的雙座戰鬥轟炸機,能用桶滾機動壓制號稱「空戰之王」的F – 22時,現代空戰的規則已被徹底改寫。 這也是解放軍的一種戰略自信:即便不使用最先進的武器,僅靠四代半的殲 – 16,也能完勝美國最強的五代機。 [...]

廣納人才 提振經濟
國際人才盛事「全球人才高峰會周」月中舉行,向全球的千里馬顯示香港是伯樂,特區政府透露截至1月逾27萬來自世界各地人才抵港定居,其中四成是透過高才通計劃,從這些數字及峰會的參與情況,我覺得特區政府的人才計劃已漸見成效,世界各地都會知道香港正廣納人才。 四成約10萬在港定居人才屬高學歷或有專門才能,比例著實不低,人才計劃有助提升整體人口學歷和專業技術水平,對經濟發展大有幫助,本港正積極對接國家十五五規劃,大力發展創新科技,高端人才不可或缺。 記得特區政府最初推出高才通及優才計劃時,坊間提出不少疑問,包括是否搶佔香港資源、推高租金樓價、或是否引入真正人才等,經過這兩年,事實證明人才計劃並無令香港資源緊絀的情況,據傳媒報道,2025年全年續簽的高才通人士中,四分一從事商貿商業,六分一即約18%從事創新科技,金融服務佔17%。香港三大主軸就是商貿、創科和金融,高才從事的行業很配合香港。 曾有一種說法,指透過高才通來港的人士多從事保險代理,不過,純粹從事保險經紀,特區不會批出高才通簽證,只有做後台,例如精算,當局才會批出高才通簽證,單純保險助理,就必須符合原有規定,包括交稅、帳單、交稅銀行資料等,符合入境處的要求。事實上,近期已很少聽到這種說法,事不離實,謠言不攻自破 ; 也有人指,透過人才計劃來港的人士,大部份來自內地,然而,這些來自內地的人才,不少來自世界百強大學,若以大學所在地分類,則來自海外佔了四成。 本港正發展北部都會區,需要大量創新科技人才,這都是香港以往較缺乏的,引進外來人才可快速提升本港創新科技水平,當然未來也要積培訓本地人才。 可能較少人注意到的,是人才計劃可以扭轉人口減少、人口老化的走勢,正如不少已發展國家或地區,出生率低,老年人口比例高,經濟愈來愈一潭死水,香港也漸漸出現這種情況,「殺校」不時出現,反映出生率低的情況 ; 而退休人士近年漸移居大灣區,香港實際上面臨人口減少的困境,特區政府希望本港人口增至1000萬人,若沒有外來人口,這實際上屬不可能達到的目標。 因此,引入人才計劃對港百利而無一害,特區政府經過這兩年,也累積相當經驗,不斷優化計劃,事實上世界各地也向人才招手,不少提供各種優惠,而香港並無任何贈送,也有如此成績,證明香港對人才有一定吸引力。 香港太平紳士協會副會長陳香蓮

黃偉綸:尊重宏志閣業主意願 若過半有意出售單位可商討

President of Latvia Visits Delska's New Data Center - One of the Most Sustainable in the Baltics

The 7,100-square-meter modular site supports up to 250 kW of rack capacity and is designed for long-term growth, with secured grid power and the ability to expand up to 30 MW on acquired land. Gailitis outlined global trends shaping the data center sector, including rapid adoption of AI and rising pressure on power availability in Europe's established hubs. With capacity constraints, companies are relocating infrastructure to regions with energy access and room to scale. In this context, the Baltic states' growing competitiveness as data center locations was highlighted. The new Delska facility, developed with an investment exceeding 30 million euros, demonstrates strong export potential and its ability to attract international customers. Sustainability was a central theme of the visit. The data center is powered entirely by renewable energy from Northern European wind farms, solar parks, and hydroelectricity, likewise all Delska facilities in Latvia and Lithuania. Backup generators run on Neste MY Renewable Diesel, while electricity generated during maintenance will be redirected to consumers to reduce waste. Delska is in discussions with Riga's municipal heating company on waste heat reuse to supply residential buildings. Built to achieve power usage effectiveness below 1.3, the facility uses hot-aisle containment, advanced free-cooling solutions, Weiss Technik Vindur® CoolW@ll systems, and Trane chillers. It supports both air and direct-to-chip liquid cooling for high-density GPU workloads. The data center is Uptime Institute Tier III Design certified and is scheduled for Tier III Facility Certification in March. 電視台掌舵人再傳來執位消息,HOY行政總裁杜之克宣布離任,由曾做過電視高層,之後轉戰新媒體的黃雅芬(Ivy)接任。這是3年來第2度轉換管理層,而且涉及層面甚廣,對廣告行業來說,感受較深是一度執掌該台廣告業務的何哲圖與太太余詠姍同時退場。 HOY電視對上一次執位,是邀請了余、何組合加盟,杜之克其後合流,有前無線高層班底的影子。在此之前負責是曾任亞洲萬里通的企管猛人黃思遠。原為音樂人的何哲圖加入後,出人意表是負責廣告業務,他隨即重組廣告團隊,大舉換人,動作之一是從無綫挖走一批廣告部高層,這招吸星大法既有加強實力,同時削弱對手的效果。無綫應對方法是移櫈換燈執過位,轉聘離開了HOY電視的部份人手,補充實力。 挖走對手團隊加盟自己的打法過去電視台在台前經常用,最經典是多年前周梁淑怡以銀紙核彈全面轉炸無綫。這次轉到廣告市場,無綫憑著穩定收視和成功開拓了大灣區,成功保住市場,還增加了佔有率,令2台的收入差距再擴大。 縱觀近年電視廣告市場變化很大,在HOY之前Viu同樣邀請了無綫前廣告一哥鄭善強加盟,連同今次人事變化,反映疫後電視廣告市場競爭激烈。無綫優勢除了收視明顯高於同行,另一賣點是2025年成功取得廣東省廣告直營權,可以直接在中港兩地收廣告,在內企南下和港企北上大潮下能夠提供較完整的解決方案,其他兩個電視台局處香港困獸鬥,業績受壓只能以非戰之罪看待。 電視廣告市場大餅由無綫主導短期不會改變,HOY金主對新管理層有何期望呢?行內估計最大機會是向網媒發展。新接任的Ivy被形容為數碼媒體女強人,同樣曾在無綫任職的她是該台早年開發數碼業務的高層,離開電視台後加入過報紙集團主打網絡業務,近年創辦網紅公司,走向數碼廣告市場相信是最正路的做法。 走向網絡應對廣告市場僧多粥少是電視台必走之路。在黃思遠入主HOY之後,已提出全面數碼戰略,並且大力組建團隊,不惜重本投資,只是計劃未見雛型,老闆已決定換人。接手的余詠姍同樣曾在無綫搞網絡業務,上任後放棄了前任走數碼化的路線,回歸節目主導的戰略。經過2、3年的嘗試,現在又有轉向的跡象。 香港媒體業務面對市場成熟的現實,大餅增長有限。去年網媒整體收入出現倒退,反映號稱新媒體的視頻平台、流動廣告已經不新,反而電視廣告在一輪調整後在2025年見底回升。電視是非常燒錢的媒體,製作每小時動輒以百萬費用計,如果老闆不是有長期投資的決心,期望可以在1、2年間可以賺錢,幾乎是不可能的任務。Ivy這次入主HOY擔任行政總裁,年薪超過500萬元,另加約滿酬金,這樣的薪酬由大企業老闆出手是基本門檻。企業高管薪金在乎表現,不能以一個實際數字去評價,HOY連同前身有線電視很多年未曾獲利,如果能在合約期內達到明顯減虧,就算不賺錢已是人超所值了。
