Ribarstvo bez granica: šta je Crnoj Gori donijelo zatvaranje poglavlja 13
„Ništa nije toliko zajedničko u Evropskoj uniji kao ribarstvo i zato se zove Zajednička ribarska politika. Resursi ribe nisu samo crnogorski, nemaju pasoše, pa onda ona pliva čas u Hrvatskoj, čas u Albaniji, čas u Crnoj Gori“, ističe Joksimović.Zajednička ribarska politika EU ima nekoliko ključnih ciljeva: zaštitu ribljeg fonda, pametno i održivo upravljanje flotom i resursima, kao i jačanje međunarodne saradnje kroz razmjenu podataka i sporazume o zaštiti mora i ribljih vrsta. Kroz evropske fondove, ZRP istovremeno pruža podršku ribarima – od modernizacije flote i opreme do mehanizama pomoći u kriznim situacijama.„Kada uđemo u porodicu evropskih zemalja, više nisu važni naši nacionalni zakoni. Prihvatamo Zajedničku ribarsku politiku EU, koja tačno propisuje pravila i sve ono što treba da radimo“, kaže Joksimović.Tokom pregovora posebno je razmatrano pitanje očuvanja tradicionalnog ribolova. Crna Gora je dobila tri derogacije, odnosno privremena izuzeća od pune primjene ZRP, kako bi se zaštitile vjekovne ribarske prakse.Dva izuzeća odnose se na Bokokotorski zaliv, na upotrebu obalnih mreža potegača sa manjim okom za ribolov sardela i inćuna i korišćenje okružujućih mreža plivarica na ograničenom području unutar zaliva bliže obali i na manjim dubinama. Treća derogacija odnosi se na izuzeće od ograničenja visine mreže na 120 metara, na otvorenom moru. Derogacije su oročene na period od tri godine.„Tražili smo derogaciju, odnosno izuzeće za mreže potegače u Boki. To je nešto što kod nas traje skoro 800 do 900 godina. Želimo da to ostane tradicija, ništa to neće ugroziti resurse Evropske unije, Mediterana ili Jadrana. Duboko vjerujem da je Evropskoj uniji stalo da nešto što traje osam vjekova ima kao svoje buduće bogatstvo”, ističe Joksimović.Istovremeno, pritisci na divlje riblje fondove sve su izraženiji, zbog čega se sve veći značaj daje i marikulturi. Riječ je, kako objašnjava dr Milica Mandić iz Instituta za biologiju mora, o jednom od ključnih odgovora na smanjenje količine ribe u moru, izazvano prekomjernim izlovom, klimatskim promjenama, zagađenjem i pojavom invazivnih vrsta.„Brojni su pritisci koji smanjuju količinu divlje ribe, tako da je marikultura način da se prevaziđu takve situacije i da se više usmjerimo na proizvodnju ribe, a manje na izlov prirodnih resursa“, objašnjava Mandić.U Crnoj Gori, međutim, taj sektor je još uvijek slabo razvijen. Upravo zato Institut za biologiju mora, uz podršku evropskih fondova, posljednjih godina intenzivno jača svoje kapacitete kako bi dao naučnu i stručnu podršku razvoju marikulture.„Povlačeći sredstva kroz IPA projekte i Interreg program, uspjeli smo da nadogradimo zgradu Instituta i formiramo savremenu Laboratoriju za uzgoj kamenica, školjki i proizvodnju mikroalgi, koje predstavljaju osnovu ishrane u uzgoju“, navodi Mandić. Laboratorija, kako ističe, ujedno omogućava postojećim i budućim uzgajivačima da se upoznaju sa kompletnim procesom proizvodnje.Izgradnja laboratorije i njeno kompletno opremanje realizovani su u sklopu projekta Food4Health, koji je podržan kroz Interreg IPA program prekogranične saradnje Italija – Albanija – Crna Gora 2014-2020, kojeg finansira Evropska unije kroz Instrument pretpristupne podrške (IPA).Iako zatvaranje poglavlja 13 ne znači kraj obaveza, u Institutu za biologiju mora saglasni su da ulazak u EU otvara novu razvojnu fazu za Crnu Goru.„Danom ulaska u Evropsku uniju počinje nova era Crne Gore.
