Community Engagement Guide: Focus Group Discussions (FGDs) and Key Informant Interviews (KIIs) for Humanitarian Cash Programming in Ukraine This Community Engagement Guide was developed by the Ukraine Cash Working Group (CWG) to support humanitarian partners in systematically engaging affected people and communities to inform the design, implementation, and adaptation of humanitarian cash assistance. The guide provides structured Focus Group Discussion (FGD) and Key Informant Interview (KII) tools for recipients, non-recipients, and key stakeholders, alongside a social context analysis framework that helps practitioners understand how community dynamics, trust, social networks, leadership, and barriers influence access to humanitarian cash assistance. By placing the perspectives of affected people at the centre of programme design, the guide promotes accountability to affected populations (AAP), meaningful participation, and evidence-based improvements to Unified Cash Transfers (UCTs) and other cash programming in Ukraine. 2. Facilitator's Guide for Focus Group Discussions (FGDs) and Key Informant Interviews (KIIs) This Facilitator's Guide accompanies the Community Engagement Guide and provides practical guidance for planning, facilitating, and analysing Focus Group Discussions (FGDs) and Key Informant Interviews (KIIs) in the context of humanitarian cash programming in Ukraine. It outlines recommended sampling approaches, participant selection, facilitation techniques, ethical considerations, and methods for managing group dynamics, while offering practical advice for analysing qualitative findings to support adaptive programming. Designed for humanitarian practitioners and partners implementing community engagement activities, the guide helps ensure that discussions are conducted in a safe, inclusive, and consistent manner, enabling humanitarian actors to better understand community experiences, strengthen accountability to affected populations, and improve the accessibility, transparency, and effectiveness of cash assistance programmes.
