The fourth Peace Accords Matrix – Mindanao (PAM-M) update report highlights a critical juncture in the Bangsamoro peace process, characterized by stalled decommissioning activities, decreasing mutual trust, and the postponement of parliamentary elections to September 2026. Findings from the January 2026 workshop indicate that while both the Philippine government and the MILF remain committed to the 2014 Comprehensive Agreement on the Bangsamoro (CAB), implementation of the Normalization Annex significantly lags behind global averages due to institutional gridlock and leadership gaps. Civil society organizations (CSOs) continue to emphasize the urgent need for progress in socio-economic packages, transitional justice, and amnesty programs to meet high community expectations and prevent security instability. Ultimately, the report calls for renewed high-level dialogue and joint ownership of the process to secure a credible transition and institutionalize peace gains ahead of the upcoming political milestones.
