Country: Philippines Source: European Commission's Directorate-General for European Civil Protection and Humanitarian Aid Operations 19 people were reportedly killed during an armed encounter between the Armed Forces of the Philippines (AFP) and alleged members of the New People’s Army (NPA), which began on 19 April 2026 in Barangay Salamanca, Municipality of Toboso, Negros Occidental. Military operations and security assessments are ongoing, with limited humanitarian access to the affected areas. The incident has triggered civilian displacement due to insecurity and the proximity of hostilities to residential areas. Humanitarian partners estimate that around 800 people have been displaced, particularly from Barangays San Jose and Salamanca. The displaced population includes women, children, and older persons, many of whom fled with limited belongings and are currently relying on host communities and local government support. The Department of Social Welfare and Development (DSWD) has provided psychosocial support, particularly to displaced children. The situation remains fluid.
